Healthcare Regulation System

Healthcare Regulation System

The Russian healthcare framework operates under a strictly centralized federal model governed by Federal Law No. 323-FZ.

  • Minzdrav: Establishes clinical protocols and state educational standards.
  • Roszdravnadzor: Executes federal surveillance and quality control over medical services.
  • Federal Accreditation Center: Manages the mandatory 5-year Periodic Accreditation cycle for all physicians.
Foreign Practitioner Registration

Registration of Foreign Practitioners

Specialists with medical degrees obtained outside the Russian Federation must pass a rigorous state validation process to practice domestically.

  • Nostrification: Official recognition of the foreign diploma by Rosobrnadzor.
  • Competency Exam: Passing a federal examination to prove alignment with Russian clinical standards.
  • Accreditation: Successful completion of Primary Specialized Accreditation.
Certificate of Good Standing

Certificate of Good Standing (CGS)

The CGS is an official state-recognized credential issued to confirm a practitioner's unblemished disciplinary and ethical record. It is a mandatory requirement for international employment.

The document verifies the absence of malpractice claims or license suspensions. It remains valid for exactly 3 months from the date of official issuance.

Current Professional Status

Current Professional Status (CCPS)

The CCPS serves as definitive proof that a physician is currently active in their clinical practice and fully compliant with all domestic CME requirements.

  • Validates active inclusion in the Federal Register of Medical Workers (FRMR).
  • Confirms the successful accumulation of required annual NMO educational credits.
  • Proves possession of an unexpired Periodic Accreditation certificate.
Certificate of Registration

Certificate of Registration

This is the fundamental domestic credential for healthcare providers. It serves as definitive proof that an individual has passed the state accreditation process and holds the legal right to practice medicine in the RF.

This status is maintained centrally in the Unified State Health Information System (EGISZ). Authenticated extracts from the registry can be generated upon request.
