Registration of Foreign Practitioners

The document verifies the absence of malpractice claims or license suspensions. It remains valid for exactly 3 months from the date of official issuance.

Current Professional Status

Current Professional Status (CCPS)

The CCPS serves as definitive proof that a physician is currently active in their clinical practice and fully compliant with all domestic CME requirements.

  • Validates active inclusion in the Federal Register of Medical Workers (FRMR).
  • Confirms the successful accumulation of required annual NMO educational credits.
  • Proves possession of an unexpired Periodic Accreditation certificate.

Healthcare Education System in the Russian Federation

The medical education system in Russia is characterized by a rigorous, multi-tiered structural approach designed to ensure the highest standards of clinical competency, continuous professional development, and patient safety. It is governed jointly by federal educational and healthcare authorities.

Federal Regulatory Authorities

Ministry of Health of the Russian Federation (Minzdrav)

Develops state healthcare policies, establishes federal state educational standards (FSES) specifically for medical and pharmaceutical specialties, and oversees the operation of state medical universities and the national accreditation system.

Ministry of Science and Higher Education (Minobrnauki)

Responsible for the overarching regulation of higher education across all disciplines in the Federation. It grants university licenses and coordinates the integration of scientific research within educational frameworks.

Federal Service for Supervision in Education and Science (Rosobrnadzor)

Executes federal state control over the quality of education. It conducts institutional licensing and issues state accreditation to medical colleges and universities, ensuring compliance with federal standards.

Legislative Framework

Federal Law No. 323-FZ (November 21, 2011)

"On the Fundamentals of Health Protection of Citizens in the Russian Federation". This is the cornerstone legislation defining the rights and responsibilities of medical workers, regulating access to medical practice, and outlining the mandatory accreditation requirements for physicians.

Federal Law No. 273-FZ (December 29, 2012)

"On Education in the Russian Federation". Defines the structure of the national educational system, establishes levels of education (Vocational, Higher, Postgraduate), and standardizes the requirements for academic degrees and institutional accreditation.

Levels of Medical Education

Medical education in Russia follows a specialized, integrated pathway rather than the general undergraduate/graduate model. It transitions directly from secondary schooling into intensive, specialized medical training.

Secondary Vocational Medical Education

Medical Colleges | Duration: 2 to 4 Years

Provided by specialized Medical Colleges (Медицинский колледж). This tier prepares essential mid-level medical personnel. Graduates receive a diploma allowing them to work as Registered Nurses (Медсестра/Медбрат), Paramedics (Фельдшер), Midwives (Акушер), or Dental Technicians. Admission is based on general basic or complete secondary education.

Higher Medical Education (Specialist Degree)

Medical Universities | Duration: 5 to 6 Years

Unlike many Western systems, Russian medical higher education does not require a prior Bachelor's degree (pre-med). Students enter a Specialist Degree (Специалитет) program directly after high school.

Programs include General Medicine (Лечебное дело - 6 years), Pediatrics (Педиатрия - 6 years), Dentistry (Стоматология - 5 years), and Pharmacy (Фармация - 5 years). Upon successful completion and passing the Primary Accreditation, graduates are qualified to work as primary care physicians or general practitioners (Терапевт участковый).

Postgraduate Specialization (Clinical Residency)

Ordinatura (Ординатура) | Duration: 2 to 3 Years

To practice in a narrow medical specialty (e.g., Surgery, Cardiology, Neurology), a physician must complete clinical residency (Ординатура). This involves intensive, practical clinical training at state hospitals or specialized medical research centers. Completion concludes with the Primary Specialized Accreditation, granting the legal right to practice independently in the chosen specialty.

Scientific and Academic Degrees

Aspirantura & Doktorantura | Duration: 3+ Years

Physicians pursuing careers in medical science and university-level teaching can enter Aspirantura. Successful defense of a dissertation grants the degree of Candidate of Medical Sciences (PhD equivalent). The highest scientific echelon, Doktorantura, requires a major scientific contribution and leads to the degree of Doctor of Medical Sciences.

Continuous Medical Education & Periodic Accreditation

NMO System (НМО) | Mandatory Ongoing Cycle

Lifelong learning is legally mandated. Physicians must participate in the system of Continuous Medical and Pharmaceutical Education (НМО). Practitioners must accrue educational credits (ZETs) annually through specialized courses, conferences, and interactive educational modules. Every 5 years, physicians undergo Periodic Accreditation, which involves a comprehensive review of their professional portfolio and CME compliance by federal accreditation commissions.

REGULATORY RECOMMENDATION: We strongly recommend requesting this document only when you are fully ready to submit your application to a foreign medical board to avoid document expiration during the review process.

  1. You upload your credentials to the international portal (e.g., DHA, HAAD, OMSB, SCFHS).
  2. The regulator sends an official verification request to our central registry.
  3. We review the records and confirm the authenticity of your diplomas and certificates within 5 business days.
Medical Document Translation

Yes. The Association provides certified medical translation services through specialized linguistic departments.
